Defense Dept. Opens Formal Inquiry Into Senator Mark Kelly

Senator Mark Kelly, Democrat of Arizona, retired from the service in 2011 after 24 years of service as a naval aviator and astronaut before running for office. He is being investigated over his participation in a video urging service members to refuse illegal orders.
